Ticket to ride europe drawing cards question.
So from what I understand, you may draw 2 Train cards from the train cards laid out, or draw 2 Train cards from the deck.

Can you draw 1 from the deck and 1 from the cards laid out? And vice versa.

If you draw your first Train card from the deck, and its a locomotive, can you draw a second one from the deck? Or is your turn over?

If it's from the deck no one knows what it is so you can do a second action. If you pick a wild from the laid out you can't draw anymore. If you've already gotten a card you cannot choose as your second action to take a wild from the laid out cards.

The way I try to teach this is that you have 2 card points to spend. Drawing a card from the deck costs 1 point. Taking a wild card from the market costs 2 points, and all the other market cards are 1 point.
So if you've drawn from the deck you've only got 1 point left, which means you can't take a wild from the market.

One small detail that sometimes matters is that after you pick the first card from the displayed cards, you must refill the display. First of all its just good strategy, as the next card might be better than the one you were going to take. But also, the refilled card could be a third loco, which causes the display to be discarded and reset, meaning you have taken an invalid card.

Yes, you can draw 1 from the deck and from the display. Either one first.
If you draw a locomotive from the deck, you aren't penalized. Keep drawing a second card from the deck or display.
